i used to play like 3 years ago i think but i have not redownload it because not alot of people played then.

The community is hardly thriving, yet there remains a dedicated fanbase particularly among the roleplay (RP) oriented community. You'll find that several kinships --- the LOTRO variant of guilds --- are still going strong and regularly organize server-wide events, including the much reputed musical festival on the Brandywine server.

That much aside, the game may be enjoyed as a solo experience; recent changes to the skill system and the increased level cap actually encouraged this playstyle, such that groups are typically formed only for the skirmish or raid content. Even then, it's possible to take most classes down strict DPS routes and thus challenge much of the group content alone once you've surpassed its initial level.

Having just completed the GameKit quests for LOTRO today, I found the opening area (for Hobbits, anyway) still inhabited by a few players. They weren't particularly talkative, but the world chat had some activity and I ran across a few people in the Shire.

All told, LOTRO continues to host a very small group of players, one might even dub them niche, but they're friendly and welcoming to newcomers.

Their are still a large number of players on some servers but not the amount like there was

Yeah, the community for LOTRO is still thriving with a few thousand players. But not like a few years ago. Now that the game got an update, it's more played by lonesome players, then the previously group inspired gameplay. You can now do every story quest by yourself and only the raids are group oriented. It makes that you don't need to always look for other people to continue in the game. This makes the game more enjoyable for me at least.
